CONSTRUCTION TRUCK OPERATOR TRAINING - CTOT

A group of highway heavy contractors along with the Minnesota Department of Transportation, the Minnesota State Patrol, and Hennepin Technical College are working together in a proactive role on the safety of trucking in the highway heavy construction industry.

Most companies indicate that large risks are in the areas of construction trucking and traffic control. The CTOT Program is intended to assist you in helping manage the construction trucking risk. Make sure if you hire outside trucking that you include them, as you plan who should attend a CTOT program.

STATE OF MINNESOTA CONTRACT/ SPECIFICATION 1802:
Qualification of Workers

Operators of construction trucks hauling construction materials such as borrow, aggregate base, asphalt
mixtures and concrete paving mixtures are encouraged to become certified in CTOT.

The objective of the training is to make the driver aware of the Federal and State requirements and regulations regarding the construction truck and driver and the safe driving techniques that will result in the safe operation of the construction truck.  Presenters are from the Minnesota State Patrol, Minnesota Department of Transportation and Hennepin Technical College.

NEW! New Rules for 2013 - Are You Ready?

This two-hour class is recommended for anyone who operates a commercial vehicle. The class will cover  the most recent rule changes and new requirements.


Topics for this year include:

 

  • Changes in medical card and CDL requirements
  • Texting and cell phone use
  • Commercial vehicle registration

Revised - CSA - Compliance, Safety & Accountablity

 

In 2010 the FMCSA launched a new program called Compliance, Safety and Accountability. The goal of CSA is to help reduce the number of crashes and associated injuries and fatalities. CSA is the new tracking program.

This two-hour class is recommended for al new drivers, dispatchers, safety personnel, management, and insurance carriers, or thos ewho want a review of howCSA works and how it affects drivers.

Topics include:

 

  • Crash indicator
  • Unsafe driving
  • Fatigued driving (hours-of-service)
  • Driver fitness
  • Vehicle maintenance
  • Cargo handling

New! Driving with a Plan

This two-hour class is recommended for the CDL and small fleet driver. The class is fast-paced and uses video footage from police, commercial vehicles, and traffic cameras to reinforce how to drive with a plan. Topics covered include lessons learned from crashes involving commercial vehicles with regards to changes in technology and control systems, night time driving, severe weather driving, target fixation, and more. Criminal, civil and administrative repercussions that may result from commercial vehicle crashes are discussed during this class.

Revised - Brake Technology & Adjustment

This two-hour class is recommended for all drivers who operate a construction/commercial vehicle. It will present an understanding of brake componenets and how they function as a part of the total braking system.

Hazardous Material (HazMat) Transportation

This four-hour class is recommended for drivers who haul hot asphalt, multiple 1,000-pound or greater propane tanks, nuclear density machines, 119 gallons or more of fuel, or hazardous waste. The class offers training in the transportation of of hazardous materials as it relates to commercial vehicle operation. It features updated Minnesota and Federal laws regarding the safe transportaion of HazMat. It covers USDOT HazMat communication standards, loading and unloading requirements, HazMat load securement, and background checks for HazMat endorsed drivers.

Retraining is required every three years.

This class is offered as contract training only and is not offered through open enrollment.

This two-hour course offers advice to drivers and managers to prepare them for a roadside inspection.

Topics include:

 

  • How trucks are selelcted for stops
  • How to be proactive

  • The process to appeal a citation

Permitting Oversize/Overweight Load Permits

The purpose of this half-day class is to provide information on permit issuance and permit resstrictions for oversized and overweight (OS/OW) loads operating in Minnesota. At the end of this class a participant should be able to determine under what conditins an OS/OW permit is required, the various types of permits available and how to obtain them, and the restrictions or conditions placed on permits and their meaning.

Topics include:

 

  • When an OS/OW permit is needed
  • Permit types and fees
  • Permitted weights vs. legal weights
  • Spring load restrictions and conditions
  • When an escort is needed and which type
  • Determining the road area used when over-legal width
  • Major factors that affect final routing
  • How vehicle configuration and axle width impact routing and permit restrictions
  • When an application requires district or bridge ratings review

NEW! Pilot Car/ Escort Vehicle Certification

In 2012, the state of Minnesota passed new laws which mandate operators of vehicles escorting overdimensional loads to hold a current Minnesota Department of Public Safety certification.

All operators will be required to carry this certification by January 1, 2014.

The Department of Public Safety and the State Patrol have tasked Hennepin Technical College and Advanced Minnesota 9 formwerly Mesab College) to work with other MnSCU institutionsto offer the initial eight-hour certificationcourse at various locations around the state. Classes are scheduled to begin in January 2013 in both openenrollment and contract options. The cost of the certification is $180 per person.

NEW! Flagging and Work Zone Safety

This two-hour class is a must for any company or municipality whose operations afffect the motoring public. It will cover the latest Minnesota Department of Transportation's approved flagging techniques and procedures designed to protect work areas where flagging traffic is mandatory to complete the needed road construction or maintenance. It will also include flaggng traffic control layouts, proper hand signals, flagger obligations, and helpful technique tips. The basics of traffic control for work zones will be covered. Traffic control layouts, guidelines, and legalities based on the MnDOT fieol manual for traffic control will be presented and discussed.

The goal of this two-hour course is to offer load securement training to drivers involved in the hauling of a variety of cargo. The class features updated Minnesota and Federal laws regarding proper securement methods and devices. It can be customized to address very specific types of cargo and may contain hands-on exercizes.

NEW at HTC: Heavy Equipment Operator Training (HEOT)

This program is designed to train equipment operators during the non-construction season in a ‘modular’ format over a 20-day period.

The skills and knowledge presented in this 20-day program may take up to two years of experience during traditional on-the-job training methods.

Employers gain a more knowledgable and skilled employee with proven credentials.

The traditional HEO program is scheduled to run inSpring 2013. Additionlly, HTC is working with a MnDOT Grant Program to offer HEOT training to women and minorities identified by our industr partners. This program is also scheduled fo Spring 2013.

Unique Features:

 

  • Instruction is delivered in multiple locations to meet the needs of employers and student/employees.
  • Instruction is delivered during off-season.
  • Instruction and training is provided by experienced equipment operators.
  • Intense training is provided either on one piece of equipment and integrated within the working environment, or a ‘multi-skill’ program covering motor graders, bulldozers and front-end loaders.
  • The program is performance-based and provides certificate of completion.
